description People with hearing and visual impairment Educational Specialized Unit of Cotopaxi, since 2014 to make the process of communication in their environment and outside it, they use other people as a communication channel, which leads to dependence on others and if there is no person to serve as a channel you cannot start a conversation, causing low self-esteem limiting their actions, thereby preventing the fulfillment of their needs for affiliation. Consequently this project is the development of a mobile application interpreter in the Android operating system, to facilitate communication between a hearing impaired person and a person with visual impairment of the Special Education Unit of Cotopaxi city of Latacunga, by processing techniques that are natural language interactions between machines and human language is written or spoken. The project was developed based on field research which allowed further knowledge of the problem and raised the requirements for the creation of the mobile application. As an application for mobile devices specifically worked with the Android operating system, using the methodology of mobile development " Mobile - D" that allows to achieve cycles very fast development in very small teams effectively and efficiently, allowing to have a deliverable application with optimal performance. The mobile application interpreter named "IntByDis? meaning interpreted by the disabled person, it referred to the interpretation of the message of each person with a disability to generate a conversation. The mobile application interpreter to perform the function of interpretation reaccept dialogue by the visually impaired person in the application and transforms it into text so you can observe the hearing impaired person, inversely the hearing impaired person enters a prayer in the application and then the application plays that sentence so you can hear the blind person like that is done carefully the process of communication between these two disabilities. Benefiting people with visual, hearing, relatives of the disabled, teachers, doctors and people working within the institution with the objective that visual and hearing disabilities to integrate into society.

Las personas con discapacidad auditiva y visual de la Unidad Educativa Especializada de Cotopaxi, desde el 2014 para realizar el proceso de comunicaci?n tanto en su entorno como fuera de ?l, se valen de otras personas como canal de comunicaci?n, lo cual genera dependencia de otras personas y en el caso de que no exista la persona que sirva de canal no se puede entablar conversaci?n, provocando la baja autoestima limitando sus acciones e imposibilitando el cumplimiento de sus necesidades de afiliaci?n. En consecuencia el presente proyecto consiste en el desarrollo de una aplicaci?n m?vil int?rprete en el sistema operativo Android, para facilitar la comunicaci?n entre una persona con discapacidad auditiva y una persona con discapacidad visual de la Unidad Educativa Especializada de Cotopaxi de la ciudad de Latacunga, mediante t?cnicas de procesamiento de lenguaje natural que son interacciones entre las m?quinas y el lenguaje humano sea escrito o hablado. El proyecto fue elaborado en base a una investigaci?n de campo la cual permiti? conocer con mayor profundidad el problema planteado y los requerimientos necesarios para la creaci?n de la aplicaci?n m?vil. Al ser una aplicaci?n para dispositivos m?viles se trabaj? espec?ficamente con el sistema operativo Android, empleando la metodolog?a de desarrollo m?vil ?Mobile-D? que permite conseguir ciclos de desarrollo muy r?pidos en equipos muy peque?os de forma eficaz y eficiente, permitiendo tener una aplicaci?n entregable con un ?ptimo funcionamiento. La aplicaci?n m?vil int?rprete lleva el nombre ?IntByDis? que significa interpretar por la persona con discapacidad, misma que hace referencia a la interpretaci?n del mensaje de cada persona con discapacidad para generar una conversaci?n. La aplicaci?n m?vil interprete para realizar la funci?n de interpretaci?n recepta el dialogo por parte de la persona con discapacidad visual en la aplicaci?n y la transforma a texto para que pueda observar la persona con discapacidad auditiva, de forma inversa la persona con discapacidad auditiva ingresa una oraci?n en la aplicaci?n y posteriormente la aplicaci?n reproduce dicha oraci?n para que pueda escuchar la persona no vidente de esa manera se realiza cuidadosamente el proceso de comunicaci?n entre estas dos discapacidades. Beneficiando a personas con discapacidades visuales, auditivas, familiares de los discapacitados, profesores, doctores y personas que laboran dentro de la instituci?n con el objetivo de que los discapacitados visuales y auditivos puedan integrarse a la sociedad.
