All of these lead to the general law of inclusion in all areas. The right to employment inclusion allows people with disabilities to have a decent job, as many of them are at the expense of their families with various needs that can’t be fulfilled, at the same time those needs will multiply in a personal or familiar manner, bringing several problems. Therefore we have established several policies towards this priority sector, not only nationally but also internationally to eradicate inequality conditions. Since 1998 an Act of the right of employment for disabled people was placed in the general law of labor in our country, which establishes a mandatory minimal percentage of people with disabilities in companies as the first step to create an inclusive culture. In Ecuador segregation towards disabled people, or people with special needs, is still remaining, marginalizing society. If there is an appropriate term for all vulnerable populations it should be disabled people or people with special needs and they should be given their rightful place as someone with limitations in certain activities. For society to work as one with people with disabilities, we must have a level of understanding of the constraints and be able to provide support for their development. Beginning with this issue, and following all the rules and laws, a tool for inclusion of people with mild and moderate intellectual disabilities was created, this being a step to take a responsible inclusion between intellectual and other types of disabilities. Intellectual disability is a complex social problem. Currently it has sought to give a concrete decision quite apart from all the theories that have been raised. Even in Latin America integration of people with intellectual disabilities has been reshaped despite their socioeconomic context. Ecuador has encouraged the development of job seeking sources reforming rules to enable access to education.

Las personas con discapacidad, poseen similares derechos a las demás personas, esto incluye un trato digno y equitativo, así también el derecho a tener una vida independiente y ser participativos en la sociedad. Todo esto conlleva al derecho principal que es la inclusión en todos los ámbitos. El derecho a una inclusión laboral, contempla que las personas con discapacidad cuenten con un trabajo digno, ya que muchos de ellos se encuentran a expensas de sus familias con varias necesidades sin poder solventarlas, éstas a su vez van multiplicándose tanto a nivel personal como familiar trayendo varios problemas. Por ello se han fijado varias políticas hacia este sector prioritario, no solo a nivel nacional sino también de manera internacional para erradicar las condiciones de desigualdad. A partir del año 1998 por una ley se reconoce el derecho de inserción laboral en nuestro país colocándose ésta en el código de trabajo en la que actualmente establece un porcentaje obligatorio como primer paso para crear una cultura incluyente. En el Ecuador existe aún esa segregación al referirse como discapacitados, o las personas con capacidades especiales, marginándoles de la sociedad. Si existe un término adecuado para referirse a toda la población vulnerable podrá ser personas con discapacidad dándoles el lugar que corresponde como personas con limitación en ciertas actividades. Para que la sociedad pueda trabajar de manera integral con personas con discapacidad debe haber un nivel de comprensión de las limitaciones que poseen, pudiendo brindar el apoyo para su desarrollo. A partir de esta problemática y siguiendo todas las normas y leyes se creó una herramienta de inclusión de personas con discapacidad intelectual leve y moderada, siendo este un paso para poder emprender una inclusión responsable con los demás tipos discapacidades La discapacidad intelectual es un problema social complejo, actualmente se ha buscado darle una decisión concreta muy aparte de todas las teorías que se han planteado.
